The ruling elites were divided into two groups and the relationship between the two groups were tense: the more aristocratic Duolu shads held the title churs, and the lower-ranking Nushibi in west were probably initially made up of Tiele conscripts and their shads held the title.
According to Tongjian firstly Duolu tribe chiefs who were titled as čor, namely Chomuqun chief Kuli (處木昆(屈)律啜), Ulugh Oq chief Kul (胡祿居闕啜), Chapshata chief Ton (摄舍提暾啜), Turgesh-Halach chief (突騎施賀邏施啜), Shungish chief Chuban (鼠尼施處半啜) submitted.
The name refers to the "ten arrows" that were granted by the khagan to ten leaders (shads) of its two constituent tribal confederations, the Duolu (five churs) and Nushibi (five irkins), whose lands were divided by the Chui River.
The period of Nushibi dominance was interrupted in 628 by a joined revolt of Karluks and Duolu tribes, and a consequent death of Tong Yabghu Qaghan from the hands of his uncle.
In 635, he sent arrows to ten tribes which meant legitimatizing them as shads (semi independent governor princes), but he was careful to keep the delicate balance between the two rival factions by appointing five from Duolu and five from Nushibi.
