During the 19th century, Finnish settlers (Kven) arrived to the valleys, and since 1906, Norwegians came in large numbers because of the iron mining starting up near Kirkenes.
Norwegian public policy in the 1930s and post-war years homogenized the three groups, ethnic Norwegians, Sami, and Kven, considerably, to the point that most residents speak Norwegian at home, regardless of their ethnic heritage.
Therefore, other studies have estimated the number of Kvens to be about 50,000–60,000, based on the criteria that at least one grandparent spoke Kven.
Because of fears of Finnish expansion into Norway, there were attempts of assimilating of the Kven people into Norwegian society and to make the Kvens give up the Kven language.
Karelian is spoken a little in Finland, the Kven language in Norway and Meänkieli or "Torne Valley Finnish" in Sweden.
These forms of speech are called Meänkieli in Sweden (Including the Torne Valley dialects, Lannankieli and the Gällivare dialects), while in Norway the traditional Ruija dialects were recognized as forming the Kven language, which both were isolated from the development of modern standard Finnish.
In a 2016 volume, Laakso and co-authors make the case that the European Union, European countries in general, and the Nordic countries in particular are failing to provide sufficient support for minority languages and their speakers, citing the cases of Meänkieli, Kven, Karelian and Estonian.
