Like other early Ottoman administrative offices, the sanjak-bey had a military origin: the term sanjak (and liva) means "flag" or "standard" and denoted the insigne around which, in times of war, the cavalrymen holding fiefs (timars or ziamets) in the specific district gathered.
Like other sanjaks they are divided into ziamets and timars, the possessors of which are obliged to serve in the field; but if they do not, the ziamet or timar may be transferred to a son or relation, but not to a stranger.
It had a Defterdar and Kehiya of the Chavushes but neither Alai-beg nor Cheribashi because there were no ziamets or Timars, the lands being all rented by the governor.
At the time of Evliya Çelebi's visit, it comprised 12 ziamets and 235 timars and was subdivided into seven kazas.
